Election Road Map and Electoral Laws Conference Report

Di-census in Civil Society around key issues has often been a huge stumbling block to meaningful interventions by civics. The Election Roadmap and Electoral laws Conference, which was co-hosted by the Crisis in Zimbabwe Coalition, the Zimbabwe Election Support Network and the Civil Society Monitoring Mechanisms CISOMM, was precisely meant to build a shared analysis, understanding and tools to deal with the two subject matters of the Election Roadmap which the three political parties in government together with SADC are seized with, as well as the Electoral Amendment Bill which is currently before parliament and was gazetted by the Ministry of Justice in July of 2011.

The Conference itself, was a creature of necessity, and signalled a shift by civic society from the politics and advocacy of stating what we do not want, to the more progressive politics and advocacy of stating both, what we are against and what we are for. As the reader will note, beyond the analysis of the Bill and beyond criticising the Roadmap to elections as proposed by the political parties, the conference went a step further to posit alternatives including an alternative Road Map and Minimum conditions for elections, which have been at the centre of engagements with other role players locally and in the region.

The summation of the Conference in this report, is not just meant to fulfil the culture of producing reports after events, but more importantly, is meant to aid other tools that are already in the public domain, which are being used to engage the two subject areas, and various advocacy targets. The richness of the conceptual analysis ( as shared by the intellectuals and Academics) and the contextual inputs ( as shared by Civics) made at this conference, have prompted us to share this report as an additional, one stop shop to get various takes on the subjects, as well as to share more broadly our own aspirations as civic society on the two matters under discussion.

As Parliament prepares to conduct Public hearings on the Electoral Amendment Bill, as well as readings in Parliament itself, and as our Political Parties party to the GPA and SADC prepare to attempt some finality on the issue of the Roadmap to elections, we feel that this report is a necessary and useful addition to the knowledge bank that exists on these subjects.
